A PASTURES PERSPECTIVE TO THE EDITOR:.(MAIN)

In regard to your recent editorial entitled ``Why The Pastures Failed,'' I have a few comments. To the extent there has been a failure in the Pastures, you are correct: the government spent too much money.

We constructed 150 subsidized apartments in the Pastures and Mansions neighborhoods which were initially occupied primarily by working-class people. Middle-income people moved into the rest of the Pastures housing units. When Reagan took office, they changed HUD policies and dictated that only ``very low'' income people could occupy subsidized housing.
